Overview

Intelligence Analyst SME 2 IISU

Location: Vienna, VA

Clearance: TS/SCI w/CI Poly

Support the Terrorist Screening Center (TSC) oversight and management of the US Government's (USG) Terrorist Watchlist, also known as the Terrorist Screening Database (TSDB) as well as other national security watchlists. The TSC is a multi-agency organization that is administered by the Federal Bureau of Investigation (FBI) and receives support from: the Department of Homeland Security (DHS), the Department of State (DOS), the Department of Justice (DOJ), and the Office of the Director of National Intelligence

Responsibilities

* Support the International Information Sharing Unit (IISU) implement and manage terrorist screening information (TSI) sharing arrangements between the TSC and trusted international partners.

* ensure TSI sharing arrangements are implemented broadly and to the fullest extent possible to enhance U.S. national security as well as security of partner countries.

* IISU personnel work directly with international partners and FBI Legal Attaches to provide training in the reciprocal exchange / utilization of TSI, reporting of potential matches to

watchlisted individuals, and the information exchange that occurs when positive matches are confirmed. IISU also works closely with other members of the US IC, collects and records metrics on international partner information sharing efforts, and produces analytical products for dissemination to the US IC.

* Serve as a resource and author non-country specific reports and coordinate with the TSC's Intelligence Unit.

* Perform a variety of analysis functions and present alternatives, conclusions, and recommendations to management for the development and execution of proposed activities relative to the mission of the IISU.

* Analyze and develop methods to improve the accuracy and value of work product and provide management with appropriate evaluation material for effective direction of program operations.

* Communicate clearly and effectively, both orally and in writing, in order to tactfully and persuasively advise and guide executive management relative to a variety of issues which can be delicate in nature; includes making presentations and preparing complete, clear, and concise formal and informal reports, correspondence, briefings, charts, tables, and graphs that are distributed throughout the TSC and its partner agencies.

* Perform other duties as assigned.

Qualifications

Required:

* Bachelor's degree

* 5-7 years' experience with demonstrated:

o Knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records.

o Knowledge and skills applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature.

o Knowledge of qualitative and quantitative analytical techniques such as: literature search; work measurement; task analysis and job structuring; productivity charting; determining staff to workload ratios; organizational design; space planning; development and administration of questionnaires; flowcharting of work processes; graphing; and calculation of means, modes, standard deviations, or similar statistical measures.

* Extensive knowledge base in one (1) or more of the following disciplines: watchlisting, identity analysis, intelligence, law enforcement, United States military, and / or national security (counterterrorism, counterintelligence, transnational organized crime, and weapons of mass destruction) experience.

* Excellent oral and written communications skills to conduct work and discuss findings and recommendations. Shall have skills in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures.

* Proficiency in Microsoft Office Applications.
