Description of Task to be Performed:
AnaVation is looking for a Labor Processing and Financial Management Analyst to provide support for a U.S. Department of Defense (DoD) program. The ideal candidate has budget knowledge, strong communication skills, previous experience in a similar role, and is
enthusiastic about being part of a mission-critical team.

Work location will be at the customer site in Ft. Belvoir, VA.

Responsibilities include:
* Serve as an Automated Time, Attendance, and Production System (ATAAPS) and Defense Civilian Pay System (DCPS) Customer Service Representative (CSR) and POC for the Resource Management Office as timekeeper for Department of the Army Civilians.
* Support a critical payroll administrative liaison function to ensure uninterrupted pay of all civilian personnel.
* Ensure all timecards are concurred and certified correctly and on time each Pay Period. Maintain all required documents in accordance with Army Records Information Management System (ARIMS) and Audit Readiness Standards and guidelines.
* Provide guidance and assistance to directorate/ staff timekeepers, and resolves pay errors and issues.
* Coordinate with the HR and Budget office to ensure that new employees are set up within ATAAPS/DCPS and within the proper cost center.
* Maintain a current and accurate record of all primary and alternate super-users, timekeepers, and certifiers.
* Establish and maintain document management and error reports to ensure payroll flows correctly.
* Manage ATAAPS/DCPS training and communication across civilian employees, managers, timekeepers, supervisors, and certifiers. * Ensure all organizational changes are properly planned out and executed in ATAAPS within the timelines given, to include mass realignment actions to move multiple personnel to different Organization Codes.
* Analyze data, compile facts and information, and provide technical advice to customers.
* Utilize automated systems such as General Fund Enterprise Business System (GFEBS) to provide financial data collection and execution. * Review and reconcile labor hours, manage budget retros, and resolve GFEBS Incorrect Document (IDOC) time tracking errors.
* Analyze interrelated issues of effectiveness, efficiency, and productivity affecting major administrative programs/projects of an agency.
* Provide financial management guidance to customers in accordance with regulations, policies and procedures.
* Assignments may involve developing resource documents, conducting studies to compare current findings with historical data, monitoring an organization's resource allocations.
* Perform other duties as assigned.
Required Qualifications:
  • Secret Security Clearance
  • 3 years' experience as an ATAAPS User
  • 3 years' experience with the GFEBS Enterprise Resource Planning (ERP) Accounting System and Procurement Integrated Enterprise Environment (PIEE)
  • 3 years' experience resolving GFEBS IDOC errors
  • Knowledge of Resource Management and Labor accountability
  • Extensive knowledge of ATAAPS and DCPS processes, procedures, and code structure in sufficient depth to be able to recommend procedural changes.
  • Working knowledge of Research, Development, Testing & Evaluation (RDTE), Operation and Maintenance, Army (OMA) & Other Procurement, Army (OPA) appropriations
  • Must possess effective time management skills and the ability to multi-task across priorities and thrive in a fast-paced environment
  • Must possess excellent oral and written communication skills, and organization skills
  • Must possess exceptional customer service skills and the ability to interface with customers, division team members, and all levels of management
  • Must have strong experience working with financial data in Excel -- developing financial models and tracking financial data.
  • Proficient skills in other Microsoft Office products (Word, Outlook)
Preferred Qualifications:
  • Experience working with Federal clients
  • Experience working as an ATAAPS Super User
  • In-depth knowledge of Code of Federal Regulation (CFR) and United States Code (USC), OPM, DoD, Army and local regulations as well as the Collective Bargaining Agreements (CBA) with local labor organizations that affect pay and leave entitlements/charges, payroll deductions and personnel benefits.
