Manhattan Strategy Group (MSG) is a management consulting firm based inBethesda, MD is seeking an experienced, remote Senior Recruiter. MSG provides its clients with management consulting services in training and technical assistance, research and evaluation, marketing and communications, information technology, and program management.

JOB DUTIES/RESPONSIBILITIES
The Senior Recruiter will lead recruitment efforts for direct and contingent hires for government contracting proposals and awards:
  • Develop job postings, identify and source candidates / SMEs / consultants, conduct phone/MS Teams screens, negotiate rates and salaries, and coordinate interviews.
  • Negotiate and develop contingent and direct offer letters and present company overview and benefits.
  • Develop advertising programs (internal and external) to ensure high visibility with potential candidates.
  • Establish and maintain processes and strong relationships with Business Development, Finance/Contracts, Program Management, Information Technology, Senior Management, Human Resources, and other team members to create a partnership that yields success.
  • Proactively build a talent pipeline and network of potential candidates for existing and upcoming business needs. Maintain contact with high-potential candidates in anticipation of future needs.
  • Manage candidate activity in applicant tracking system (ATS).
  • Work with hiring managers to ensure compliance with all federal/state laws and regulations, including affirmative action plan compliance.
  • Participate in meetings for proposal development and staffing.
  • Partner with internal recruitment team on sourcing.
  • Assist human resource team as needed.
QUALIFICATIONS
  • BA or BS degree.
  • 10+ years of recruiting experience in the federal government contracting field.
  • Demonstrated experience in all full lifecycle recruiting components, including sourcing, qualifying candidates, networking, assessing candidates, and compliance with federal and state employment practices.
  • Experience in SEO recruitment including analytics and strategy to leverage social media and online recruiting platforms (LinkedIn, Indeed, etc.).
  • Experience in searches for W2, 1099 or Corp-to-Corp candidates.
  • Experience partnering with business development and proposal operations to provide recruiting support for pre-award opportunities.
  • Experience using web-based applicant tracking systems preferably Jobvite.
  • Demonstrated success in achieving sourcing results through creative and proactive sourcing strategies.
  • Strong communication and customer service skills.
  • Demonstrated ability to build rapport and relationships (candidates, hiring managers and fellow recruiters).
  • Strong organizational and follow-up skills.
  • Must work independently to personally oversee volume recruiting and achieve fast-turnaround results.
