Job Title: Common Access Card (CAC) Issuing Official (IO)

Salary: Contingent upon award

Position Summary: The highly organized, detail-driven, and security-minded candidate will provide Common Access Card (CAC) Issuing Official (IO) support to a government agency in Arlington, VA. The candidate must have a strong background in Security, and must be customer-focused, punctual, proactive, collaborative, and flexible, with the ability to build strong working relationships with staff and customers at all levels.

Responsibilities:

  • Serves as the primary Issuing Official (IO), Super Verifying Official (SVO), Verifying Official (VO), and Local Registration Authority (LRA) in the Defense Enrollment Eligibility Reporting System (DEERS)/Real-Time Automated Personnel Identification System / ID Card section of the Security Directorate.
  • Serves as the primary source for the rules, regulations, and directives regarding ID Cards/DEERS/RAPIDS procedures. More specifically, the contractor is responsible for completing daily tasks and ensuring requirements are completed in accordance with regulations and guidelines.
  • Uses the rapids workstation to issue CACs and requests and downloads certificates prior to issuing CACs.
  • Ensures the customer reads and signs the DD Form 2841, DOD (PKI) Registration Official Certificate of Acceptance, and the Acknowledgement of Responsibilities.
  • Provides CAC recipients with information on the electronic DD Form 2841 and obtains their acknowledgement and signature by electronic means.
  • Generates the Common Access Card (CAC) for eligible military, civilian, retired civilians, and contractors.
  • Generates the Teslin machine readable Uniform Services Identification Card for the remaining population, which includes Guard/Reserve, retired military, and dependents of military and/or foreign nationals.
  • Creates the DD Form 1172 for military dependents geographically separated from their sponsor.
  • Issues cards to personnel classified as unmarried former spouses after verifying they are eligible for privileges under the Former Spouses Protection Act.
  • Adds and removes dependents based on eligibility and after presentation of proper documentation.
  • Serves as LRA and verifies identity and eligibility of card recipients as required by AFI 36-3026(I).
  • Primary point of contact for ensuring computer, printers, laminators, cameras, and fingerprint identification equipment is functional, and makes minor authorized repairs as needed.
  • Primary point of contact for the Defense Manpower Data Center (DMDC) to resolve all issues with equipment and cases that involve DMDC input/correction to the DEERS database.
  • Responsible for training new employees that are assigned as backup support.
  • Perform other duties as assigned.

Qualifications:

  • US Citizenship
  • Active DoD SECRET Clearance
  • Possess either (1) an Associate's Degree from an accredited institution and a minimum of 1 year of relevant experience as a Security Specialist or (2) a High School Diploma or GED Equivalent and a minimum of 3 years of relevant experience as a Security Specialist
  • Possess a working knowledge of Microsoft Word and Excel
  • Possess a working knowledge of (1) JPAS or (2) other automated database system
  • Possess a working knowledge of DEERS and RAPIDS
