This position will be in support of the Uniformed Service University Facilities Management Directorate, Engineering Division.

Responsibilities

HJF is seeking an Engineering Technician with responsibilities for planning, programming, coordinating and monitoring all maintenance, modification, rehabilitation, improvement, and minor construction projects/contracts for USU facilities. Applies thorough knowledge of facilities operations, maintenance and construction programs, including practical knowledge of Engineering requirements, methods, and practices.

Responsibilities

    Makes frequent on-site engineering-oriented inspections of facilities and grounds to determine current and future repair and replacement needs and/or, upon notification of a need for repair and/or replacement, develops plans for future accomplishments, such as for painting, floor refinishing, or replacement, roof repair, electrical and plumbing repair, grounds maintenance, etc. Prepares and develops necessary data for units requiring approval and funding by higher authority. Coordinates and oversees repair and maintenance activities to ensure timely accomplishment and/or minimum interruption to the USU Community. Submits progress reports on projects and updates unfinanced requirements for the department leadership. Prepares various reports on the progress and status of construction projects and maintains files of project plans, specifications, reports, and references.
  • Coordinates the preparation of projects, plans, and specifications. Formulates preliminary specifications, requirements, cost estimates and other technical aspects for projects about extension, alteration, repair and maintenance. Participates with professional engineers in the design and planning of new construction. Determines that the type of construction, scope, priority, and methods of accomplishment of all projects are in accordance with the University and local policy and objectives. Secures detailed cost estimates, project specifications, and work requirements and compiles justification data to support programs and projects. Review completed plans and specifications for adequacy toward the attainment of specified requirements. Participates with USU at project study & design conferences and in support services (i.e., maintenance, repair, and improvements) to ensure that work is accomplished on schedule and that the quality of work meets applicable trade standards. Reviews work order requests for validity, necessity, and conformance and prioritize service requirements. Reviews construction plans and engineering design drawings to meet technical and functional requirements. Determines priorities for work orders and advises on revisions required based on changes in plans, more effective utilization, and advisable substitutes. Serves as point of contact for the building when utility services must be interrupted and coordinate the necessary action, i.e., emergency backup, with the appropriate occupant. Serves as a representative for the contractors performing maintenance, repair, alteration, construction, custodial and groundskeeping work and services. Coordinates the work of contractor personnel performing these functions.
  • Assist with developing annual and long-range work plans for construction, maintenance, repair and/or minor construction, line item improvements and modification projects for the upkeep of the University facilities. Coordinate with the Engineer Division on activities for developing engineering plans, specifications and cost estimates for each project and approval of higher echelon, as required. Conducts continuing surveillance of facilities to include maintenance, repair, alterations, modification, minor construction, and environmental remediation work to assure conformity with regulations, official policies, and established procedures.
  • Observe on-site construction and maintenance repair work progress, quality, compliance with codes (fire, safety, electrical, etc.), plans, and specifications. Monitors all types of buildings, facilities, or equipment construction, alteration, or modification during mobilization, construction, closeout, and warranty phases for architectural, civil, electrical, mechanical, and structural systems to identify/report problems and recommend solutions.
  • Provides technical expertise. Tracks and updates project status and generate regular status reports. Creates and maintains electronic and hardcopy project files to record all construction related documentation required by legal documents.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.
Qualifications

Required Knowledge, Skills and Abilities

Physical Capabilities

  • Lifting: Requires lifting materials over 25 lbs.
  • Ability to stand or sit at a computer for prolonged periods.
  • Ability to climb, pull, and lift heavy objects.
  • Operating motor vehicles, machinery, and/or power tools.

Work Environment

  • This position will take place primarily in an office setting.

Education and Experience

  • High school diploma or GED required.
  • Vocational or technical training or Associate degree in Engineering or Constructing Management Preferred.
  • Minimum of 3-5 year's experience required.
