General Summary
Under limited supervision, manages the day-to-day operations of the Clinical Engineering services at UMMC - Downtown Campus. Supervises the CE Techs in the department.

Principal Responsibilities

The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.

  1. Establishes and implements equipment monitoring, maintenance, and testing procedures.
    1. Provides technical counsel to staff on codes, standards and best practices. Consults with nursing, ancillary and medical staff regarding operational issues, equipment problems, initiatives and projects as needed.
    2. Consults with leadership and medical staff's clinical service needs to obtain sufficient information to enable determining best combination of technical solutions in equipment/software/practice that will satisfy the requirement.
  2. Determine staffing requirements and supervise and mentors the work of all staff to ensure effective and efficient departmental functions.
    1. Establishes and monitors work flow; determines work assignments, and assigns staff accordingly; schedules activities; schedules technical activities by applicable Quality Assurance Plan and without interruption to patient service.
    2. Performs individual performance evaluations to ensure the overall satisfactory performance of the department. Provides ongoing staff training and development, to keep abreast of developments in the field.
    3. Establishes clear and concise work procedures and expectations, assesses performance, monitors results, and provides positive and constructive feedback.
    4. Recommends new hires, corrective action counseling, discharges, personnel changes and salary adjustments. Obtains approval from the Director.
  3. Ensures that all regulatory agencies' standards and the CE department's key performance indicators (KPIs) are met every month.
  4. Manages the Joint Commission required Environment of Care Medical Equipment Management Plan and policy and procedures to comply with the Joint Commission for standards of medical equipment management to ensure patient and employee safety.
  5. Updates and/or develops annual Medical Equipment Management Plan (MEMP), and ensures the entire MEMP program is approved through the hospital EOC committee.
  6. Determines in consultation with the Clinical Engineering Director and end users the appropriate approach to equipment maintenance and services. Establishes service requirements, service standards, and service vehicles.
  7. Assists with the Clinical Equipment Operating and Capital budget in collaboration with the Director of Clinical Engineering, the VP of Clinical Engineering SVP of Operations and Finance.
    1. Monitors and controls labor, materials, contracted services, and other expenditures.
    2. Documents, communicates, and enforces replacement and new equipment.
    3. Maintains documented and customer-agreed-to multi-year plans for equipment replacements and coordinates with system financial planning activities.
  8. Develops, implements and assures adherence to Clinical Engineering practices and general departmental policies and procedures to improve the operational efficiency of the engineering and technical activities of Clinical Engineering.
    1. Recommends more effective/efficient practices to staff to improve the department's functioning.
    2. Communicates policy and procedure changes to staff, as appropriate.
  9. In the absence of the Director being available, the Senior Manager of Clinical Engineering will function in place of the Director with authority as delegated in advance by the Director.

Qualifications

Education

  • Bachelor's degree in Engineering or other related engineering discipline, or equivalent combination of training, education and experience is required. Master's degree in Clinical or Electrical Engineering is preferred.

Experience

  • Seven years of relevant technical experience dealing with complex clinical equipment and clinical management experience. Five years of supervisory/management experience required.
Additional Information

Knowledge, Skills and Abilities

  1. Knowledge of the principles and practices of Electronics or Clinical Engineering Technology as applied to the calibration and repair of clinical equipment and instrumentation is required.
  2. Knowledge of industry standards and regulations, such as The Joint Commission, CMS, National Electrical Code and OSHA/MOSH, regarding operation and maintenance of medical and related equipment, and ability to apply such standards, is required.
  3. Knowledge and familiarity with basic anatomy and physiology as applied to the use and operation of medical equipment.
  4. Maintain awareness of developments in the Clinical Engineering field.
  5. Ability to effectively use software such as, but not limited to, Microsoft Office and CMMS (Computerized Maintenance Management System), Kronos, Symbeo, Axiom, Outlook, Adobe.
  6. Ability to manage 25 or more frontline staff, comprised of BMETs, in a medium-to-large medical center.
  7. Ability to direct, monitor, evaluate, train, and motivate the performance of subordinate Clinical Engineers.
  8. Makes sound decisions, independently, to drive service delivery outcomes to the satisfaction of key customer stakeholders throughout UMMC.
  9. Highly effective verbal and written communication skills are required to work with diverse levels of management and clinical staff, and external vendors and to supervise employees.
  10. Ability to deal with high-stress/pressure situations.
  11. Strong knowledge of CE-IT alliances.
