LOCATION - Hybrid: Naval Air Station Pax River

As part of our investment in our employees, this role is eligible to participate in Tepa's Hybrid Work Program, which allows remote work up to 2 days per week (i.e., work remotely up to 2 days per week; work in-office at least 3 days per week).


ABOUT THE JOB

The Environmental Scientist is able to provide technical assistance for internal environmental compliance inspections (CIs) at Naval Air Station Pax River (NAVAIR) facilities, units and directorate activities, and scientific analysis/review of sampling, monitoring, and field work plans. Is able to act in an advisory capacity to environmental elements of NAVAIR military units. Assists the Atlantic Test Range (ATR) Environmental Help Desk, review all NAVAIR Test Plans for appropriate NEPA coverage, generate and provide environmental text summarizing NEPA coverage and any applicable mitigation measures. Individual would support in house NEPA efforts and would be expected to conduct research as requested.


Responsibilities will include:

  • Provide technical writing support associated with the development of National Environmental Policy Act and Environmental Compliance documentation as needed.
  • Provide research support on Navy/DOD environmental data calls.
  • Assists the NAVAIR Ranges Sustainability Office (SO) in providing guidance to NAS Patuxent River officials and community residents on noise and environmental issues for operations at NAS Patuxent River.
  • Monitor Help Desk and Noise Email accounts and respond within 24hrs to all inquiries.
  • Assist in the operation, calibration, and maintenance of the Sonic Boom Monitoring System.
  • Utilize software to predict sonic boom impacts prior to scheduled flights and monitor sonic boom impacts post flight.
  • Monitor and track implementation and compliance of NEPA EIS Mitigation Measures.
  • Develop, review, evaluate, and update Environmental Safety and Health documents for programs.
  • Operate the Operational Environmental Planning (OEP) Help Desk to provide reviews of proposed test plans.
  • Assist the government in executing existing and proposed communications, outreach and training programs to support the community.


WHAT WE'RE LOOKING FOR

  • Bachelor's Degree in Environmental Studies, physical sciences, engineering or related field.
  • Minimum of 0-2 years previous related environmental compliance experience.
  • DoD work experience preferred.
  • Proficient in understanding and evaluating compliance with NEPA regulations, such as the RCRA, CAA, CWA, EPCRA, TSCA, and DoD Environmental Policies and Procedures.
  • Excellent interpersonal communication and organizational skills.
  • Proficient in MS Office (MS Word, MS Excel, MS Power Point).
  • Demonstrates reliability, self-motivation and a strong work ethic, exhibit time management skills, be detail oriented, and perform work accurately in a work in a collaborative environment.
  • Environmental Compliance Auditing on DoD installations a plus
  • Database manipulation and GIS skills a plus.
  • Self-motivated individual with strong, organizational, problem solving and analytical abilities.
  • Excellent oral and written communication skills.
  • Ability to work independently and as part of a team.
  • Meets security requirements. This position is at a military installation. Candidate must be able to pass a DoD National Agency Check with Inquiry (NACI) conducted by the client, and meet DoD entrance clearances.
