Job Description Summary

This is a tremendous opportunity for a seasoned leader who will serve as integral member of the federal policy team. Reporting directly to the Vice President of Policy, the Senior Director of Homelessness Policy is responsible for leading the development and executing Enterprise's federal policy and advocacy agenda around the intersection of affordable housing and homelessness. This is a newly created position on Enterprise's federal policy team that will work in close coordination and collaboration with Enterprise's senior leadership team, market offices and program staff engaging in homelessness prevention and reduction work, as well as with external coalitions and other key partners.

Job Description

Job Responsibilities:

  • Lead the development and execution of Enterprise's federal homelessness policy and advocacy agenda.

  • Spearhead Enterprise's homelessness advocacy, working with elected officials, their staff, lobbyists and stakeholders to research, create, and advocate for homelessness policy at the federal level.

  • Coordinate homelessness policy work across the organization, collaborating closely with Enterprise National, State & Local Policy and programmatic staff to identify high impact and priority homelessness policy efforts.

  • Serve as a point person on the intersection between policy and programs for Enterprise, identifying opportunities to use policy to meet Enterprise's programmatic goals as they relate to homelessness.

  • Serve as an expert on the federal landscape and inform National Policy, State & Local Policy and program staff about relevant policy efforts, initiatives and strategies.

  • Create policy position papers, outreach materials, written testimony, and media advocacy materials to inform partners, elected officials, and the public. Work with partner agencies to create joint materials and statements.

  • Build and participate in coalitions by working closely with other homelessness advocates and community-based partners on priority policy efforts.

  • Work with Enterprise's Marketing team to utilize social media, press releases, op-eds and other earned media to advance advocacy efforts.

Qualifications:

  • Undergraduate degree required, graduate degree in public policy or a related field preferred.

  • Minimum of 8-10 years of relevant experience.

  • Deep understanding and familiarity with federal and state and local homelessness policy and programs.

  • Federal government relations experience required.

  • Existing relationships and experience working with leaders in the homelessness sector, including with permanent supportive housing providers, service providers, policy makers, and research and advocacy organizations.

  • Experience working with partners in housing and community development efforts a plus.

  • Thorough knowledge of and proficiency with MS Word, Excel, Outlook and Power Point.

  • Excellent grammar, editing and proofreading skills to produce complete, correct correspondence, proposals, reports and white papers.

  • Strong communication skills with ability to clearly express ideas, thoughts and concepts verbally and in writing.

  • Demonstrated professionalism, diplomacy, composure, flexibility and ability to adapt to a variety of situations.

  • Strong initiative with ability to seek out relevant information prior to making timely decisions.

  • Strong organizational skills and ability to coordinate complex activities, prioritize conflicting demands and meet deadlines.

  • Ability to work independently, solve problems and take responsibility for moving tasks forward with minimal supervision.

The base salary for this role is $170,000 to $176,000, depending on level of skills and experience.

The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance. The salary range is just a part of the total rewards package provided to employees at Enterprise, and other rewards may include annual performance bonuses and generous paid leave programs.
