Job Description

MINIMUM SKILLS & REQUIREMENTS:

  • Secret Clearance
  • Bachelor's degree in accounting, business, economics or a related field of study
  • A minimum of ten (10) years' of related experience with the General Fund Enterprise Business System (GFEBS) preparing execution documentation such as Military Interdepartmental Purchase Requests (MIPR), and Logistics Modernization Program (LMP) experience preparing Procurement Work Directives, and financial reporting on daily status of funds (SOF), and financial management and execution experience with appropriated funding such as O&M, OPA, RDT&E, etc. This minimum experience must be with DoD Program Executive Office (PEO), Project Manager (O6 PM) or Product Manager (O5 PdM) to be considered applicable to this requirement
  • Critical skills for this position are attention to detail, deadline-oriented, time management, effective communication

DESIRED SKILLS & REQUIREMENTS:

  • Certified Defense Financial Manager (CDFM) by the Army Society of Military Comptrollers (ASMC)

FILLING THIS POSITION IS CONTINGENT UPON FUNDING

PRIMARY DUTIES & RESPONSIBILITIES:

  • Provide a broad range of accounting services to the PM Tactical Network (PM TN)
  • Perform a variety of budgetary functions implementing the organizations budgetary program, policies, and procedures. This includes analyzing and formulating program requirements; preparing, monitoring, justifying and defending budgets; tracking acquisition schedules and program milestone schedules; monitoring and tracking obligations and expenditures throughout contract execution; initiating and tracking procurement and budget documentation throughout the procurement and budget cycles
  • Support a wide variety of budgetary reports ranging from simple data calls to more complex work products. Manages budget and funding execution utilizing GFEBS and LMP; work with Program Analysts to balance budget and all funding requirements
  • Create execution documents including MIPRs, Procurement Work Directives, and funding reports
  • Consolidate the accuracy of budget data estimates by the use of statistical techniques, e.g., extensions, averages, trend analysis of historical data
  • Monitor and track obligations and expenditures for assigned activity accounts on related budgetary forms, schedules, and reports. Verifies that obligations and expenditures occur on a timely basis in accordance with the annual work plan and regulatory controls, and are within amounts programmed. Independently resolves any budgetary discrepancies
