Job Description

SOM Program Management Support (Expert - Total Lifecycle Acquisition Management Services)

Overall Assignment Description:

IPA requires program management support for Structured Observation Management that will assist in carrying out the division's responsibilities that contribute to NGA's mission. Refer to Sections 3.1 and 3.1.1.3 for an overview of the functions and duties of IPA and the Structured Observation Management (SOM) project. Specific duties to be performed by the contractor are listed below. The contractor will be required to provide support to any of the entities listed in Section 3.1, as directed by the Government.

(U) Duties include:

  • The contractor shall assist in developing acquisition documentation (Acquisition Strategies, Statements of Work, Requests for Proposal, and acquisition and source selection plans) and present those documents for Government approval. The contractor shall serve in an advisory role on source selection panels, document source selection findings, and if necessary support the Government in the defense of protest.

  • The contractor shall provide IPA with analysis based on independent review of deliverables provided. The contractor shall provide project management support that encompasses the entire program / acquisition life cycle.

  • The contractor shall prepare, edit, review, and/or submit financial documentation and artifacts as requested by the Government, including, but not limited to: Air Force 9 generation and Military Interdepartmental Purchase Request generation and submission in PRISM or other agency systems.

  • The contractor shall participate in the planning, execution, oversight and/or review of government and contractor program test activities and events, including, but not limited to: Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), Operational Readiness Reviews (ORRs), Operational Acceptance Reviews (OAR), regression testing, user testing, Discrepancy Report (DR) verification and testing, and DR resolution testing. In addition, the contractor shall assist in the verification of new or existing Requirements.

  • The contractor shall participate in technical exchange meetings, program reviews, acquisition panels, and configuration boards as required to ensure the active participation and representation of IPA.

  • The contractor shall support the program office in the identification and mitigation of risk in accordance with the NGA Risk Management process and other specific program risk management processes.

  • The contractor shall provide support in the outreach to customers, stakeholders, foreign partners, the NGA International Office, and other NGA and Intelligence Community offices.

  • Support customers and partners in the National System for Geospatial-Intelligence (NSG) and the Allied System for Geospatial-Intelligence (ASG) and also work with Portfolios making technical and programmatic recommendations.

  • The contractor shall support GEOINT mission and functional responsibilities for the Target Monitoring Assistant (TMA), Geospatial Exploitation and Reporting Tool (GERT), Spatial-Temporal Analytic Research Environment (STARE), Geospatial Observable Web Kit (GOWK), and DishTrak. Respond quickly to requests for assistance in analyzing problems impeding the distribution and dissemination of intelligence data, products and services. Support tracking of project status, stakeholder engagements (sprints, release planning events, etc.), identify issues and resolutions early in program execution phase and bring program tasks to closure.

  • The contractor shall support the IPA in the formulation and analysis of new requirements. The contractor shall support the Request for Change (RFCs) activities and work with NGA review boards, systems integrators (SIs) and segment contractors to support impact statements for RFCs affecting IPA programs and entities.

  • The contractor shall provide IPA with analysis and recommendations. The contractor shall demonstrate and apply exploitation systems domain knowledge, as well as knowledge of NGA, the DoD, and the Intelligence Community at-large.

Skills and Experience:

Required:

  • Demonstrated experience in acquisition, acquisition planning, and the development of acquisitions.

  • B.A. or B.S. degree in an associated area such as, but not limited to, program management, business, computer science, management, geography, geospatial information systems (GIS), or cartography.

  • Experience with agile software development, or the possession of agile certifications such as, but not limited to, Scaled Agile Framework (SAFe) certification.

  • Minimum twenty (20) years of experience and fifteen (15) years of relevant experience.

Desired:

  • Experience with and knowledge of cloud computing technologies.

  • Experience with Military, Department of Defense, or NGA acquisition.

  • Subject matter expertise in Structured Observation Management (SOM), Object Based Production (OBP), and GEOINT capabilities
