Title: Program Manager

Clearance: Active Top Secret

Location: Washington D.C. Metro Area

IntelliBridge is an award-winning national security company looking for a Program Manager to support a contract with the Department of Homeland Security - Homeland Security Investigations (HSI).

As the program manager, you will be responsible for:

  • Managing a team of approximately 50 resources delivering DevSecOps services in support of a critical national security mission
  • Overall responsibility of contract activities, including planning, organizing, directing, controlling, staffing, and reporting status, deliverables, and schedules to the Government
  • Coordinating internal resources and third parties/vendors
  • Developing and leading the team in a high-paced environment
  • Establishing a deadline and monitoring the progress of the project
  • Identifying and resolving issues that arise within the team
  • Ensuring that projects are delivered on-time and within scope and budget
  • Developing and fostering a positive relationship with key client stakeholders
  • Providing strategic direction in alignment with the vision for the overall program
  • Evangelizing agile program management best practices
  • Overseeing project finances and procurement activities
  • Identifying and realizing program growth opportunities

Additional Responsibilities include:

  • Manage the relationship with the client and all stakeholders
  • Perform risk management to minimize project risks
  • Create and maintain project documentation
  • Develop and support project presentations for customer meetings
  • Serve as an advisor to the team regarding process and operations improvement

Required Qualifications:

  • Be a U.S. Citizen.
  • Possess an active Top Secret (TS) security clearance
  • Possess a Bachelor's Degree
  • Five or more years of relevant experience managing a team in an Enterprise IT environment with experience utilizing requirements tools and tracking software (e.g. JIRA)
  • Five or more years of Project Management experience in an Agile Software Development environment, including methodologies related to software lifecycle management
  • Possess up to three examples of projects managed with a total contract value over $2 million dollars during the past five years where the following desired skills sets were demonstrated:
    1. Experience leading multiple teams consisting of technical leads, and business analysts to execute tasks with independent release schedules
    2. Experience defining all project activities and milestones required to meet objectives and deliverables, properly sequencing tasks and estimating effort with project team members doing the work, determining the critical path, and leveling the project schedule
    3. Experience monitoring program execution to identify obstacles and deviations from plan and takes corrective action as needed
    4. Experience conducting continuous risk assessment and management including developing measures to reduce risk in program execution
    5. Experience developing metrics and reports for tracking program execution
    6. Experience with contract management, budgeting, and resource allocation, including management of subcontractor personnel
    7. Proficient in development of plans, assigning tasks, monitoring performance, communicating progress, resolving conflicts, and escalating issues
    8. Experience with all aspects of configuration management planning including configuration identification, change control, configuration status accounting, configuration audits, configuration documentation
  • Strong communication, facilitation, and documentation orientation

Preferred Qualifications:

  • Certified Scrum Master (CSM)
  • Project Management Professional (PMP)
  • Experience managing DevSecOps engagements
