Job Description

Sayres, a prominent provider of defense support services to the DOD, is currently seeking a highly skilled and experienced Senior-Level Operations Analyst with a current SECRET clearance, verifiable in DISS in Washington, DC.

Responsibilities:

As a Senior-Level Operations Analyst, you will play a crucial role in coordinating and managing large organizations in the shipbuilding industry, ensuring effective utilization of resources such as money, materials, equipment, and personnel. Your responsibilities will involve applying analytical methods from mathematics, science, and engineering to address diverse issues related to top-level strategy, planning, forecasting, resource allocation, performance measurement, scheduling, production facility and system design, supply chain management, pricing, transportation and distribution, as well as the analysis of large databases.

You will gather pertinent information and employ various analytical techniques, including simulation, linear and nonlinear programming, dynamic programming, queuing and other stochastic-process models, and the analytic hierarchy process. By constructing mathematical models, you will evaluate and optimize different components and their relationships within the system, enabling scenario analysis and informed decision-making.

Additional Duties:

1. Shipbuilding Process Optimization: Analyze and enhance shipbuilding processes, identifying opportunities for efficiency improvements and cost reduction, while ensuring compliance with Navy procedures and policies (DoD 5000 process).

2. DoD/DoN Contracting Support: Provide expertise in DoD and DoN contracting practices to aid in the development of acquisition documents and strategies.

3. Communication with SES/Flag Level Personnel: Engage in effective communication with high-ranking officials to convey complex operational analyses and findings.

4. Development of Acquisition Documents: Assist in the development of critical DoN acquisition documents, such as Acquisition Strategy and Acquisition Program Baseline.

5. Supervisory Responsibilities: Oversee and guide junior analysts, fostering professional development within the team.

6. Military Sealift Command Procedures: Apply operational expertise in the context of Military Sealift Command procedures and processes.

Preferred Skill Sets:

- Master's degree in Engineering or Business Management discipline.
- Possess a Project Management Professional (PMP) certification (preferred).
- Minimum of 10+ years of experience in Navy program management, Government technical management, or Industry business management.
- Expertise in shipbuilding processes and practices.
- Familiarity with Foreign Military Sales and Military Sealift Command procedures.
