Senior Biometric Trainer

Overview:

Senior Biometric Trainer

This position is contingent upon contract award.

Primary Responsibilities:
  • Serve in the office of Counterintelligence and Counterterrorism Vetting (CCV), as a Diplomatic Security Identity Assurance System (DSIAS) trainer.
  • Create DSIAS training videos and PowerPoint presentation
  • Oversees DSIAS trainers, ensuring they perform assigned duties
  • Communicates regularly with program leadership and other stakeholders
  • Meet with trainers on a regular basis
  • Provide suggestions/feedback to trainers and USG for process improvement
  • Develop course curriculum and presentations for training on the DSIAS provided to students attending the Basic RSO, RSO In-Service, Assistant Regional Security Officer-Investigations, the Foreign Service National Investigator - Basic, and Foreign Service National Investigator In-Service training classes at the Diplomatic Security Training Center.
  • Provide training on the DSIAS to students attending the Basic RSO, RSO In-Service, Assistant Regional Security Officer-Investigations, the Foreign Service National Investigator - Basic, and Foreign Service National Investigator In-Service training classes at the Diplomatic Security Training Center.
  • Provide DSIAS training and support for the vetting of local national employees and job applicants, as well as other individuals as needed, for Regional Security Offices at U.S. Embassies and Consulates worldwide.
  • Participate in foreign travel for the purpose of deploying DSIAS to new and existing locations at U.S. Embassies and Consulates. This duty may include providing training to Foreign Service National Investigators on DSIAS and conducting mass enrollments of locally employed staff.
  • Coordinate travel logistics to U.S. Embassies and Consulates in preparation of DSIAS deployment
  • Work with DSIAS software development and determination of equipment update
  • Ensure compliance with laws, regulations, executive orders, and directives promulgated by Congress, the Secretary of State, and the Director of National Intelligence to achieve goals and objectives.
  • Answer e-mail inquiries from Regional Security Offices regarding the training of Foreign Service National Investigators and the proper use of the DSIAS.
  • Undertake any other auxiliary duties as assigned to support the DS/INV/CCV mission.
  • Ensure compliance with laws, regulations, executive orders, and directives promulgated by Congress, the Secretary of State, and the Director of National Intelligence to achieve goals and objectives.
  • Ensures the proper storage and handling of classified and unclassified material.
  • Other duties as assigned.
Supervisory Responsibilities:

Education and/or Experience:
  • A Bachelor's degree from a four (4) year U.S. accredited institution with two years' experience, or an associate degree with five years' experience.
  • Minimum of 4 years of relevant experience developing training curriculum and providing training. Experience in a formal school teaching environment, or similar experience, may be substituted for training experience.
Knowledge, Skills, and Abilities:
  • Must be able to operate as part of a team, cooperate effectively with other team members and be mission focused and work independently as needed
  • Experience with biometrics/biometric technology is preferred.
  • Must be proficient in utilizing Windows-based computers and the Microsoft Office suite of products, particularly PowerPoint.
  • Proficient with the use of SharePoint sites.
  • Skill in oral and written communication to prepare and present training curriculum in a formal setting.
  • Ability to deal effectively with individuals at all organization and management levels both inside and outside the Department in order to establish and maintain liaison with individuals representing a broad range of organizations and interests involved in and affected by Directorate programs. This includes Intelligence Community and other Executive Branch agencies.
  • Problem-solving skills and the ability to prioritize multiple and sometimes conflicting and complex tasks.
  • Must be able to operate as part of a team, cooperate effectively with other analysts, and be mission focused.
  • Experience with troubleshooting computer hardware and software is preferred.
  • Experience in overseas travel is preferred.

Security Clearance:

TOP SECRET Clearance Level Required

  • Must have a current United States Government TOP SECRET Personnel Security Clearance.
  • Must have a current U.S. Government Single Scope Background Investigation (SSBI)/ Tier 5 or equivalent.
  • Must be a U.S. Citizen.
  • Must be able to maintain required Security Clearance/access approvals.
Physical Demands:

The physical demands that will be required inside the work place and for the position. Must lift, will sit, answer the phone, type on a keyboard, move files, etc. The Government reserves the right to require contractor staff travelling overseas to be screened by a physician prior to departure. The overseas screening may certify only that the contractor is fit to travel. Travel to areas with minimal medical support may require a detailed physical examination of the contractor to determine in adequate medical support is available to manage illness or serious medical emergency arising from preexisting conditions such as diabetes or heart disease.

Travel:

Perform overseas travel to high threat locations that may involve extended travel time and exposure to dangerous conditions that require use of personal protective equipment while exercising special safety precautions.
