Position: Senior Advisor, Program Management, Technical Writing and Documentation Development, Department of Defense Acquisition

Position Description:

PMS NSW manages the acquisition programmatics for all WARCOM acquisition and procurement efforts including: programs of record, MFP 2 and MFP 11 efforts, quick reaction acquisitions and procurements among others. The subject matter expert shall provide on-site and remote technical and administrative assistance in writing and developing acquisition and procurement documentation for multiple different efforts within the program office. During the conduct of these tasks, the contractor shall provide his/her government designated client requested deliverables related to acquisition management, document writing and development, document review and editing, document routing and finalization. All deliverables will be considered drafts and presented to the government for review, editing and for decision making, as necessary. Upon decision making the contractor will assist in routing documents for signature if required. Tasks will be performed at The Washington Navy Yard, D.C. and telework locations as directed by and coordinated with the government.

Job Responsibilities:

Contractor shall provide management, technical writing and document development support to include, but not limited to:

  • Search for and locate templates for all required acquisition and procurement documentation for program office efforts.
  • Provide technical documentation/configuration data in format digestible by leadership.
  • Populating documentation templates with appropriate program information.
  • Building new acquisition and procurement documentation as required to move programs through the acquisition lifecycle and as required by Naval Sea Systems Command and SOCOM SOF AT&L.
  • Review and edit technical and non-technical acquisition documentation associated with multiple different program office efforts.
  • Assist PMs and APMs with acquisition program management requirements, specifically, keeping efforts in compliance with documentation requirements. This includes, assisting in the update of documentation trackers and command visibility trackers.
  • Assist PMs and APMs in positioning documents for leadership routing and review. Understanding the routing chain at PMS 340, NAVSEA and SOF AT&L, assist in moving documents in the most effective and efficient fashion.
  • Attendance at Program/Project reviews, Integrated Product Team meeting, design reviews or other meetings as tasked.
  • Maintain an auditable configuration control process documenting temporary or permanent changes to documentation configuration. The contractor shall utilize an appropriate document CM tool to communicate documentation configuration changes to the PM and APMs.

Skills and Qualifications:

  • The candidate must be a senior level advisor (five years' experience) in technical writing and documentation development across the Department of Defense acquisition environment.
  • Must have extensive knowledge (five years' experience) of the requirements of Major Capabilities Acquisition, specifically the required documentation. To include, TEMP, PPP, SCG, ABP, CFA, AOA among others.
  • Must have experience (two years' experience) with the routing and review process of the documents above within SOF AT&L and Naval Sea Systems Command.
  • Must have extensive knowledge (five years' experience) of the Acquisition Lifecycle, the milestones within, and the required documents at those milestones.
  • Proficient at MS Word, PowerPoint, Excel, and Outlook.

Nature of Deliverables: The following list is exemplary of the nature of deliverables that are to be submitted to the government in performance of this effort.

  • All deliverables shall meet PMS NSW and SOF AT&L standards.
  • PMS NSW shall have thirty days to review all deliverables from the contractor.
  • The contractor shall incorporate all comments and resubmit deliverables for approval.
  • The contractor shall deliver data, reports, and briefings to PMS NSW as required.

Clearance:

  • Active TS/SCI clearance.
